it's not about the type of drive/policies of that drive , it totally depends upon the people to whom you share with , if someone reports its doomed

It's a big problem here, as the majority of users are here just to download. And few are too young. So can't blame them.
Zero investment. Zero contribution. Zero gratitude.
Even if they know they shouldn't abuse the links shared over here, they will. Just can't keep minding their own business. They JUST have to share it somewhere.
I am member of some closed forums, this is not a problem over there. Most people contribute something. In fact, it is mandatory to contribute.

the problem is not about zero contribution, they are stealing links creating a website and using it , they are making it too visible for easily getting reported

If people contribute to this website, then it's a sort of investment from their side. Once you invest, you would value the links shared by others on the forum. Just like you won't want your own link to go down, you automatically start valuing links shared by others.

It's just like contributing to a cause. Contribution implies you're invested with the cause.

Those closed groups which I was talking about, have a sense of exclusivity about them and people value that. Plus, as contribution is mandatory, they know that it takes effort to share, it takes effort to seed.

The same reason why torrents in India are a lost cause. People don't seed here. They can't take the pain to seed.
